It is related to the uncertainty principle, which postulates that over small distances and time interval, energy can fluctuate and virtual particles can appear. Quantum foam is a feature of loop quantum gravity. In this theory, space-time may not be smooth due to small fluctuations. Loop quantum gravity is an alternative theory to string theory but it us not mainstream science.
